Our Mission

The Office of Congressional and Government Affairs (OCGA) is the principal liaison office between the National Academies of Sciences, Engineering, and Medicine and Capitol Hill.

OCGA activities include:

  • negotiating legislative requests to the National Academies;
  • monitoring current legislation and relevant congressional activities;
  • coordinating briefings to Congress for the National Academies;
  • responding to inquiries from congressional offices; 
  • reviewing and advising on the congressional testimony of representatives of the National Academies; and
  • distributing the Academies' reports to interested members of Congress and federal officials.

Our Work

Congressionally Mandated Reports are those studies completed by the National Academies of Sciences, Engineering, and Medicine which originated in congressional legislation. Through this link, you will find the title of the completed report and links to the legislative language requesting the study, as well as to the finished study.

Please Note: If you cannot find the study you are looking for, it is probably not yet completed. Information about ongoing studies can be found through the National Academies' Projects & Activities Search Engine . If you are looking for the legislative language of a study, whether completed or not, that can be found through the "Public Laws Containing Studies for the Academies" link just above.

PDFs of all of the reports of the National Academies of Sciences, Engineering, and Medicine are now available free of charge to everyone through the National Academies Press (NAP). The PDF is downloadable, fully searchable, readable, and printable. We ask that you refer others to NAP’s site to download the authoritative version of the report rather than forwarding it or posting it to your website.

To obtain a free PDF report:

  1. Go to the National Academies Press website.
  2. Type in the report title or subject in the "SEARCH" engine located in the upper right hand corner of the screen.  The results of your search may produce several reports.
  3. Double click on the title of the appropriate report.
  4. Once you are on the report's homepage, scroll down and click on the "DOWNLOAD FREE PDF" button.
  5. Create an account by registering or "continue" as a guest.  If you visit the site often, creating an account saves time.  Your information will NOT be shared with external organizations.
  6. After registering, logging in, or continuing as a guest, you will be returned to the publication page, where you may click "Download" link in the PDF section of the page to begin the download.
